Oguis: CDA Davao’s New Regional Director



Year 2009 is not just another new year for CDA Davao Extension Office (CDA-DEO) , but a year with a big bang in welcoming its recently promoted Regional Director, Ms. Elma Ruiz Oguis effective February 16, 2009.

Elma, as she is fondly called by her colleagues, is a true blooded bicolana. She was born on September 10, 1958 in Tabaco Albay. Born winner, she graduated with flying colors during her elementary and secondary years at San Carlos Elementary and Tabaco National High School, respectively. During her college year, she was among the cream of the crop and graduated Cum Laude in 1979 with a degree of Bachelor of Science in Business Administration at Aquinas University of Legazpi City. In 1981, she passed the Licensure Examination and earned the title of a Certified Public Accountant (CPA). Ms. Oguis finished her graduate studies at Ateneo de Davao University in 1999 with the degree of Master in Business Administration thru Local Scholarship Program (LSP) of Civil Service Commission (CSC). She was then conferred the Career Service Executive No. 040081 dated February 19, 2004.

On June 30, 1982, Elma tied the knot to her soul mate, Orlando O. Oguis. They are blessed with four wonderful children namely, GB Winston, Giovanna Fae, Giorgianna Kae and Gus Kali.

Ms. Oguis has been with the agency since March 26, 1993 when she started as an Accountant 1. Just after more than a year, she was promoted as Cooperative Development Specialist (CDS) II in October 19, 1994, and was assigned at the Monitoring Information System (MIS). Barely after a year, Elma was immediately promoted as Senior CDS on September 01, 1995. Her career path, indeed, never stop advancing when on December 12, 2002, she was appointed as Supervising CDS, overseeing the overall operation and performance of petite woman like her. Yet, her educational background and career experience brought her to her destiny of becoming the highest ranking official in CDA Region XI.

President Gloria Macapagal-Arroyo signed into law today the Philippine Cooperative Code of 2008, bringing to a successful end the campaign of cooperatives for a strengthened and more comprehensive law on the promotion and development of the country’s cooperatives

The signing ceremony was held at the Rizal Hall of MalacaƱang before lawmakers and representatives of the various cooperatives in the country.

President Arroyo signed the new Code, now know as Republic Act (RA) 9520, in the presence of its principal sponsors: Sen. Juan Miguel F. Zubiri, chairman of the chamber’s committee on cooperatives in the Senate, and his House counterpart, Cong. Ernesto C. Pablo.

The new law amends the 1990 Cooperative Code of the Philippines, otherwise known as RA No. 6938.

The new law gives cooperatives greater opportunities to serve their members, not only in terms of financial assistance, but also in undertaking more productive activities geared toward uplifting the lives of their members.

RA 9520 outlines in greater detail the requirements in professionalizing the management and operation of cooperatives, and provides for a monitoring and evaluation tool for the cooperatives to conduct self-assessments of its managerial, financial, and social objectives.

Under the new law, cooperatives are expected to play important roles in the country’s social justice and sustainable economic development programs.

3rd Regional Cooperative Congress


The Region XI Cooperative Development Council (RCDC XI) and the Cooperative Development Authority – Davao Extension Office (CDA-DEO), in collaboration with the Women in Cooperatives XI (WinC XI), the Mindanao Cooperative Cancer Society, Inc. (MCCS), and the SMILES (Support ng may K), will be conducting the 3rd Regional Cooperative Congress at CAP Auditorium, Anda St., Davao City on 10 March 2009 from 7:00 a.m. to 4:00 p.m. This is in celebration of the 19th year anniversary of the so-called Cooperative Twin Laws, namely Republic Act Nos. 6938 and 6939. Obviously, this is the sequel of the two (2) previous congresses which were held nearly three (3) years ago.

This affair shall be the venue to highlight the major programs of CDA, like the distribution of the Cooperative Identification Number (CIN) to all operating cooperatives in Region XI, the salient features of the amended Republic Act No. 6938, distribution of the RCDC XI quarterly publication of the Koop Balita, the 1st anniversary celebration of the MCCS and lecture inputs on Cancer Detection and Prevention and Anti-VAWC Act (RA 9262) in observance of the Women’s Month celebration. Further, there shall be a Cultural Dance Contest wherein the winner will be our official representative to the 1st Asian Cooperative TEAMshop in Cebu City in November 2009.

Senator Miguel “Migz” Zubiri will be the Keynote Speaker of this momentous event being our supporter who took the cudgels and paved the way for enacting enabling cooperative laws to further develop the undertakings of the cooperative movement.
