The officers and members of Region XI Cooperative Development Council (RCDC XI) in close coordination with the Cooperative Development Authority – Davao Extension Office (CDA-DEO) are gearing towards the annual grandiose Christmas celebration of the cooperative sector, the “Tapok-Tapok sa Kooperatiba ug Barkadahan sa Pasko 2009”. This year’s festivity will be held on December 4, 2009 from 7:00am up to 4:00pm at CAP Grand Auditorium, Anda St., Davao City.

Tapok-Tapok sa Kooperatiba ug Barkadahan sa Pasko has distinctively established its purpose bringing merriment, camaraderie and festive spirit among all the cooperators coming from the provinces of Davao Oriental, Compostela Valley, Davao del Norte, Davao del Sur and Davao City. Every year, this celebration has brought together almost 2,000 cooperative members and stakeholders from all over the region.

Once again, impressive prizes and giveaways are at stake for the participants of this affair. The annual contests are added with spectacular events which will surely bring the participants in high spirits. Prizes to be drawn will be supplemented with surprises as RCDC XI has always ensured satisfaction of this event’s partakers.

Public Presentation and Hearing for the proposed IRR of RA9520

We are pleased to inform you that the proposed Rules and Regulations to implement the provisions of Republic Act No. 9520, otherwise known as the Philippine Cooperative Code of 2008 will be presented for public consultation.

In view of this development, there will be a public presentation and hearing of the said implementing rules and regulations (IRR) for cooperatives in Davao, SOCCSKSARGEN and Autonomous Region in Muslim Mindanao Regions on October 26-27, 2009 (Monday-Tuesday) at the grand Men Seng Hotel, Pichon St. (formerly Magallanes St.), Davao City.

For this reason, we are inviting at least majority of the members of the board of directors, members of the committees, and the general manager to attend and actively participate in this public hearing to present proactive. After all, the final IRR will form of RA 9520 in the implementation and enforcement of the latter.

A minimal registration fee P1,500 (live-out) will be charged per participant to cover meals and materials. For live-in accommodation, you may seek the assistance of the secretariat to facilitate your accommodation with the hotel. In Memory of Sir Chet Ancheta

Former CDA Davao Regional Director, Eustaquio A. Ancheta, had passed away last 15October 2009. At 71, he returned to our Creator after suffering from pneumonia. His remains lies at Angel Funeral Homes, Torres St., Davao City. Burial will be on 23Oct 2009 @ 2PM.

Last 14Oct2009, former CDA Davao Utility Worker, Bonifacio Cajes also died. The wake is in his residence at Poblacion, Carmen Davao del Sur.

Let us pray for the salvation of the souls of the faithful departed.

Getting Started

Visit www.cda.gov.ph (please use Internet Explorer) and click the Online Issuance of New Certificate of Registration link. The link will take you to the Registration site. Click the Memorandum Circular (MC) link to download the MC.

The Log-on page
Enter your cooperative’s CIN and click OK. A cooperative is issued a 10-digit CIN by your concerned CDA Extension Office. Make sure that the correct CIN is entered. Your cooperative’s classification must be “operating” to be able to proceed to the next stage. To read through the procedures, scroll down the text on the frame; or click the download link at the bottom of the page.

The Application Form page
If you have entered the correct CIN and your status is “operating”, you will be directed to the Application Form page. Enter the following information as discussed below.

General Rules

Do not use ALL CAPS, except for your cooperative name’s acronym.

Do not use special characters like * / # @ ! or space to begin a name or telephone number

For unavailable information in text fields, input “NA”. For number fields, input “0”. The system will prompt you if you have entered an incorrect character.


All the information on the application form is derived from the CIN database, except for the BIR TIN and the year for total number of members and Total Assets. You may enter new or update your cooperative’s profile. However, for items that need supporting documents like the Amended Name or Amended Type, your cooperative should present the necessary documents to your concerned CDA Extension Office.

How to fill up the Application Form
Name of Cooperative
Enter your latest amended Name here. Capitalize only the first letters e.g. San Pedro Multipurpose Cooperative. Do not put characters e.g. _ * / . @ # or space before the Name. However, the exemption to this rule is when your cooperative name starts with an acronym e.g. TOREDECO.

Cooperative Identification Number (CIN)
The CIN field is disabled because it is your cooperative’s unique ID and should not be altered.

BIR TIN
Enter your 9-digit BIR TIN if available. Or enter zero if not yet available.

Total Assets
Enter your Total Assets as of 2007or 2008 or 2009. Type in the figures without commas, space or other characters e.g. 100000.35. Decimal point is accepted. Then click the dropdown field and choose the appropriate year. Your total assets year should be the same as your total number of members’ year.

Total Number of Members
Enter your Total Number of Members as of 2007 or 2008 or 2009. Then click the dropdown field and choose the appropriate year. Your total number of members’ year should be the same as your total assets year.

Email Address
Enter a valid or official email address of your cooperative. If not available, enter “NA”.

Person to Contact
Enter the name of the cooperative’s primary contact person. Capitalize only the first letters of first and family names e.g. Pedro San Juan.

Designation
Enter the designation or position of the Contact Person.

Mobile Number
Enter the mobile number of the Contact Person.

Area Code
Enter the area code for your cooperative’s landline number.

Telephone Number
Enter the landline number of your cooperative. Type in the numbers directly without a dash (-) to separate numbers e.g. 4456678

The Address Section
The address section is already predetermined by your CIN. The system already loads the region, province, district and municipality which have been previously encoded by CDA. If the address loaded is not updated or incorrect, you have to update it by following the guide below.

Street Address
Enter ONLY the street address (number, name of street or barangay). If street number or name of street is not available, enter purok, sitio or barangay.

Region
Select the Region where your cooperative is located. Upon selecting the Region, you will notice that the page will flicker indicating that the Provinces which belong to the Region you selected are loaded on the Province dropdown field. By default, the region field is pre-determined by your CIN. For example, if your CIN was issued by Region 1, the default value of the Region field would be Region 1.

Province
Select the province where your cooperative is located. Once you have selected a province, the page will refresh automatically indicating that the appropriate Districts have been loaded to the District dropdown list. You will experience a flicker but this is normal. The speed of the flicker also depends on the speed of your computer and internet connection.

District
Select the district where your cooperative is located. Once you have selected a district, the page will refresh automatically indicating that the appropriate cities/municipalities have been loaded to the City/Municipality dropdown list. Again, you will experience a flicker but this is normal. The speed of the flicker also depends on the speed of your computer and internet connection.

City/Municipality
Select the city or municipality where your cooperative is located.

Sub-Category
Select a sub-category or cooperative type from the dropdown list. The dropdown list contains primary, secondary and tertiary cooperatives.

How to Submit your Application Form
After completing the Application Form, click the Submit button. A Print Requirements link will then appear below the page. Click this link to view the requirements for the issuance of new certificate of registration and what to do next. Print the notice and include it in the documents to be submitted to your concerned CDA Extension Office.

Length of Registration Process
All requirements for online application must be submitted to the CDA Extension Office within 15 days from the date of printed notice at the concerned CDA Extension or Field Office so that the Sr.CDS of CDA can immediately act on the cooperative’s application form. Attach the notice to the documents to be submitted. Incomplete requirements would further delay the issuance of the cooperative’s new registration number and Certificate of Registration.


How to check the status of your application

1. You can check the status of your application by visiting the log on page and entering your CIN. There are 2 possible statuses for your application: 1) in process and 2) CoR for printing. You can print the notice by clicking the “Click here to print notice” link. You can print the notice by clicking the Print button or save by clicking the Save button.

If you are absolutely sure that you have not submitted any application yet and you receive this message, there is strong possibility that your CIN has been used by other people. Proceed to or contact at once your concerned CDA Extension Office and report the matter.

2. If you get the message below, it means that your application has been approved by the Sr.CDS and Supv. CDS and that your cooperative has been issued a new registration number. The CoR will then be forwarded to the Regional Director of your concerned CDA Extension Office for signature. To claim your CoR, visit your concerned CDA Extension Office and pay the necessary fees.

For cooperative banks and electric cooperatives, your new CoR will be signed by the Chief of Registration and the Executive Director.

Your coop is classified as Non Operating message

The registration system accepts only cooperatives which are classified as “Operating”. If you believe that your cooperative’s status should be “Operating”, print the notice and visit your concerned CDA Extension Office immediately and present the necessary documents. Applicant must submit proof of operation to the satisfaction of the CDA Unit concerned which need prior written approval of the Regional Director/ Executive Director using attached form as RR Form No 2. The following documents may justify reclassification to operating cooperative: Audited Financial Statement as of December 2007 or 2008, Minutes of the General Assembly meeting, copy of Certificate of Good Standing for 2007 or 2008.

Your CIN was not found message

There are 2 possible reasons why this message would appear. First, you have incorrectly typed in your CIN or you are a spammer trying to guess a CIN to illegally enter the CDA Registration site. If you are a legitimate cooperative with a valid CIN issued by your concerned CDA Extension Office, then the error is most likely caused by an incorrect CIN entry. Visit your CDA Extension Office if you keep getting this message to verify that your cooperative was issued the correct CIN.

1st Mindanao Cooperative Peace Forum

Greetings!

We are pleased to announce the holding of the 1st Mindanao Cooperative Peace Forum on October 29, 2009 at the; Xavier University Gym, Corrales St., Cagayan de Oro City.

We, the more than five thousand active cooperatives in Mindanao with some one million five hundred thousand members, have joined hands with the Muslims, the Lumads and other indigenous Peoples, the Churches, the Ulamas, the Academe, the Rotarians and all peace-loving Mindanawons, to collectively advance what we believe in our inherent right to live in peace founded on social justice, equity and sustainable development.

We have witnessed hunger in a land described as the “Food Basket” of the nation and have experienced glaring poverty in an island oozing with rich resources. We decry that while Mindanao is rich in fisheries, agriculture, forests and mines, it is where 14 of the 20 people provinces are found and it’s poor are the poorest throughout the Philippines.

We realize that unless these contradictions are resolved, poverty will always breed violence; it will always remain as the best recruiter of terrorists. Unless the causes of dissent and conflict are dressed, military actions will just be palliatives and cannot provide the long term solution.

We are aware that the root cause of poverty in Mindanao is the social exclusion and powerless of the people to have access and control their resources. That as a fundamental step, the marginalized sectors must now harness their collective potentials, build their own coalition and make cooperative as the vehicle of their empowerment and development.

Mindanao Public Consultation on the draft CDA-BIR Joint Revenue Regulation

The recently enacted Republic Act No. 9520, otherwise known as the Philippine Cooperative Code of 2008, lays down the tax and other fiscal incentives for cooperatives. However, under Article 144, par. 2 of the said law, the Cooperative Development Authority (CDA) and the Bureau of Internal Revenue (BIR) are mandated to jointly issue a revenue regulation to govern the implementation of these incentives and exemption.

It was noted that during RA 6938, the BIR enjoyed the unilateral power to issue Revenue Regulation 20-2001 regarding tax exemptions of cooperatives. Notably, under RA 9520, the CDA is mandated to participate in determining what provisions should be included in the new Revenue Regulation that would govern these incentives and exemptions. This time, Article 144, par. 2 of RA 9520 instructs the BIR and CDA to jointly issue the Revenue Regulation for this purpose.

In line with this, the CDA and BIR have already drafted the new Revenue Regulation and the same is new ready for public consultation.

For this reason, the Mindanao Public Consultation on the draft CDA-BIR Joint Revenue Regulation will be held on September 8, 2009 at the Crown Regency Residences, Cabaguio Avenue, Agdao, Davao City. A minimal registration fee of P180.00 per participant will be charged to cover the venue, snacks and materials during the activity.

GUIDELINES IN THE ISSUANCE OF NEW CERTIFICATE OF REGISTRATION UNDER THE PHILIPPINE COOPERATIVE CODE OF 2008 (RA9520)

MEMORANDUM CIRCULAR NO. 2009-02

TO : All Concerned

SUBJECT : GUIDELINES IN THE ISSUANCE OF NEW
CERTIFICATE OF REGISTRATION UNDER THE PHILIPPINE COOPERATIVE CODE OF 2008 (RA9520)


Pursuant to Article 144 of Republic Act No. 9520, otherwise known as the “Philippine Cooperative Code of 2008”, the Cooperative Development Authority hereby adopts and promulgates the following Guidelines as approved under Board of Administrators Resolution No.164,S-2009 dated July 7, 2009.

Section 1. Coverage. These Guidelines shall cover the issuance of new Certificate of Registration of all types and categories of registered and confirmed cooperatives that are existing prior to 22 March 2009 except for cancelled and dissolved cooperatives.

Section 2. Period to Register. The Registration shall start immediately upon the effectivity of these Guidelines and ends on March 22, 2010.

Section 3. Definition. The following definitions shall govern in the uniform interpretation of these guidelines:

a. Registration – is the operative act of the Authority confirming the juridical personality of registered and confirmed cooperatives with the Authority through the issuance of new certificate of registration under its seal and in compliance with Article 144 of RA 9520.

b. Certificate of Registration - A document issued by the Authority evidencing the due execution of registration confirming the juridical personality of an existing cooperative.

c. Operating cooperative – refers to cooperative that has performed business whether operating on net surplus or net loss and cooperative operation including those that have not commenced business and cooperative operation within two (2) years from the date of registration.

d. Non-Operating Cooperatives – are those cooperatives which have not commenced business and operation within two (2) years after the date shown on its Certificate of Registration or have not carried on business for two (2) consecutive years.

e. Newly Organized Cooperatives – are those cooperatives organized and registered under RA 6938 a year before the effectivity of RA 9520 or from March 2008 to March 22, 2009.

f. Deemed Cancelled Motu Proprio - The legal existence and juridical personality of a cooperative is automatically terminated and all its powers, functions, rights, privileges granted to such cooperative are extinguished for failure to secure a new certificate of registration in compliance with Article 144 of RA 9520.

Section 4. Requirements

All qualified registered and confirmed cooperatives shall submit the following documents to the concerned office of the Authority, to wit:
1) original copy of certificate of registration or certificate of confirmation including certificate of amendment/s, if applicable. In case of loss, the cooperative should present a Board Resolution duly notarized attesting to the circumstances on why the document(s) cannot be surrendered to the CDA;
2) photocopy of registered articles of cooperation and by-laws including registered amendment/s;
3) copy of latest audited financial statements as of December 31, 2007 and/or 2008 and/or 2009;
However, newly organized cooperative with no audited financial statement may submit interim financial statement prepared by the bookkeeper and attested by the Chairman of the cooperative.

Section 5. Fees
The cooperative shall pay the basic registration fees in accordance with MC 2004-07 on the registration of cooperatives depending on their category.
Section 6. Venue for Registration
The concerned primary or secondary cooperative shall file the documents mentioned in Section 4 with the nearest CDA Extension Office (EO) having jurisdiction over them. Tertiary Cooperative Federations and Unions with national coverage and other types of cooperatives such as electric cooperatives, cooperative banks and insurance cooperatives shall file their documents with the CDA Central Office.
However, a cooperative that has officially transferred its operation and principal office to another region shall register in the EO that has jurisdiction over their present principal office address.

Section 7. Procedure

1. For cooperatives with on-line access

a. Initially, the applicant cooperative files application for registration through on-line (Internet) by accessing Registration under Article 144 of RA 9520 at CDA Website, www.cda.gov.ph;

b. The Cooperative Identification Number (CIN) issued to cooperative shall serve as username to access the application form. For those without CIN, cooperative shall request for the issuance of CIN in accordance with the approved guidelines.

c. The cooperative shall fill up the necessary information required in the application form. If the CIN is invalid or the cooperative has no CIN, the cooperative shall go to CDA Extension Office for verification of their status and may be issued one in accordance with the appropriate guidelines.

d. After completing the application form, click the submit button to print the checklist of documents to be submitted to the concerned CDA Office. Specific instructions on what steps to be done are also written in the checklist.

e. Finally, the applicant shall submit the required documents together with the checklist printed on-line within 15 days from the date of printed notice to the concerned CDA Extension or Field Office.

2. For cooperatives without on-line access

a. Applicant cooperative shall proceed to the concerned CDA Extension or Field Office for assistance. However, they may opt to seek assistance from the following:

i. existing union or federation of cooperatives,
ii. Cooperative Development Office of concerned Local Government Unit, or
iii. National Economic Research and Business Assistance Center (NERBAC), which can be found in the strategic location in the regions.

b. The assisting officer shall file application for registration through on-line (Internet) by accessing Registration under Article 144 of RA 9520 at CDA Website, www.cda.gov.ph;

c. The Cooperative Identification Number (CIN) issued to cooperative shall serve as username to access the application form. If the CIN is invalid or the cooperative has no CIN, the cooperative shall go to CDA Extension Office for verification of their status and may be issued one in accordance with the appropriate guidelines.

d. Encode/fill up the necessary information required in the application form.

e. After completing the application form, click the submit button to print the checklist of documents to be submitted to the concerned CDA Extension or Field Office. Specific instructions on what steps to be done are also written in the checklist.

f. Finally, the applicant shall submit the required documents together with the checklist printed on-line within 15 days from the date of printed notice to the concerned CDA Extension or Field Office.


Section 8. Non-Operating Cooperatives
Cooperatives classified as non-operating are advised to proceed immediately to the concerned CDA Extension Office for evaluation of their status. Dissolved and cancelled cooperatives shall not be eligible for the issuance of new Certificate of Registration under RA 9520.

Section 9. Issuance of new Certificate of Registration
A new Certificate of Registration shall be issued to all qualified cooperatives in the form and style as approved and replaces all previous certificate of registration or certificate of confirmation pursuant to these guidelines.

A cooperative issued with new certificate of registration shall have a period of one (1) year within which to amend their article of cooperation and by-laws to conform with the provisions of RA 9520.


Section 10. Transitory Provisions

a) Cooperatives issued with new Certificate of Registration under Art. 144 RA 9520 shall continue to legally exist for the period provided in their original Articles of Cooperation, unless previously amended.

b) All cooperatives registered under the previous law and have failed to comply with the provisions of Art. 144 RA 9520 up to March 22, 2010 pursuant to these guidelines shall be deemed cancelled motu proprio. The CDA shall cause the cancellation of such cooperatives.

Section 11. Repeal – All previous circulars and/or guidelines issued by the Authority which are inconsistent with these guidelines are hereby repealed and/or modified accordingly.
Section 12. Effectivity – These Guidelines shall take effect fifteen (15) days from submission of copy hereof to the Office of the National Administrative Registry (ONAR).

1st Asian cooperative summit set in Cebu

MANDAUE CITY, Cebu – The National Cooperative Development Council (NCDC) in collaboration with the Department of Finance (DoF) will host the 1st Asian Cooperative Team-shop here to learn the best management practices among cooperatives in Asia and the rest of the world.

NCDC chairman Arthur Aller said the 1st Asian cooperative team-shop is expected to gather 5,000 to 6,000 coop representatives from Asia, Europe and Canada.

"Through this undertaking, the coops here will learn the best management practices of successful cooperatives coming from other nations," he said.

Aller said that aside from learning how to operate successful cooperatives, different issues of concern are also expected to be discussed during the summit from November 18 to 20 at the Cebu International Convention Center in this city.

He added that during the activity, cooperatives will also discuss precautionary measures on how to deal with the current global financial crisis.

The 1st Asian cooperative summit was officially launched last Saturday at the Mandaue City sports center which was personally attended by Finance Secretary Gary Teves, Cebu Vice Governor Greg Sanchez, and other local government officials headed by Mayor Jonas Cortes.

Anti-Red Tape Act 2007

Pursuant to the provisions of RA 9465 otherwise known as the Anti-Red Tape Act 2007, CDA Davao had tapped the assistance of the Civil Service Commission Davao to explain the salient feature of the said law. Last March 26, 2009, Ms. Marilyn Dujali, from CSC Davao, had expounded the salient feature of the law to wit :

• Government agencies should establish a public assistance desk that will be manned by "knowledgeable" personnel, even during lunch hour
• Signatories in official forms in government agencies providing frontline services shall be limited to five;
• All applications and requests filed before frontline agencies shall be no longer than five working days for simple transactions, and no longer than ten working days for complex transactions;
• No application request shall be returned without appropriate action, and the applicant should be notified within five working days;
• Clients inside government office premises at the end of working hours or during lunch breaks shall be entertained;
• Applications for renewal of a license or permit shall that are not renewed within the prescribed period shall be automatically extended until the concerned agency decides on it. The automatic extension does not apply in case of expired permits and licenses, and when it poses danger to public health , public safety, and public morals.
• Those who (a) refuse to accept applications or requests; (b) attend to the clients’ needs; (c) fail to give written notice of disapproval of application or requests or impose additional, irrelevant requirements may be penalized for a lighter offense that includes a 30-day suspension without pay and a mandatory attendance to a value orientation programs for the 1st offense.
• For the 2nd offense however, a 3-month suspension without pay while dismissal is meted out for the 3rd offense and perpetual disqualification from public office. Perpetual disqualification from public office is also given to those who have been proven to commit grave offense such as fixing or working with fixers.
• Other penalties included in the law are: for grave offense, they may also be charged criminally with imprisonment of up to 6 years, a fine from P20,000 to P200,000 or both fine and imprisonment depending on the decision of the court.

CDA Davao joins Seminar on Phases of SCCs Development

Twelve (12) Cooperative Development Specialist II from Davao Extension Office had succesfully and actively participated the Module 2: Phases of Savings and Credit Cooperative(SCC) Development & Financial Disciplines and Standards Training of the CUES 3 Training Program with theme "Building Capacities for an Effective Regulatory and Supervisory System". The recent seminar was held at MASS-SPECC Cooperative Development Center on March 24-25, 2009.

WOCCU(World Council of Credit Union, INC)-CUES(Credit Union Empowerment and Strengthening)Project Director Adrian had imparted his expertise on leading the cooperative to a moderm path. Adrian and the rest of the training team had presented a new model, a paradigm shift from the traditional focus to a New Focus. The content of the module speaks primarily on the Seven Deadly Credit Union Sins to wit : External Dependency; Opaque Financial Discipline ; Uncompetitive Products and Services; Poor Public Image; Undisciplined Fiscal Operations; "Cooke-cutter" Loan Analysis; Social Philosophy over Common Business Sense.

The three (3) Phases of Development starts from Phase I : FOUNDATION of Individual SCC's that occurs on the 1st up to the 2nd Year; Phase II : INSTITUTIONAL GROWTH particularly on Branches of SCCs that happens on the 3rd to 4th Year; and finally Phase III : EXPANSION , the final stage which will hopefully happen in the 5th year and onward that will create 2nd Tier Network and Link SCCs and Branches.

Joining the Davao delegation were the CDS II assigned in the field namely : Teresita Argel, Noemi Magabilen, Joan Budo, Clariza Cantos, Agnes Jaylo, Randy Albores, Geralyn Lumawag, Rhandy Corro, Leslie Armendi , Fe Laud, Zara Perez and Rodrigo Cayasan. They will be participating the next module on SCA & Pesos this coming April 2-3, 2009 on the same venue.

Oguis: CDA Davao’s New Regional Director

Year 2009 is not just another new year for CDA Davao Extension Office (CDA-DEO) , but a year with a big bang in welcoming its recently promoted Regional Director, Ms. Elma Ruiz Oguis effective February 16, 2009.

Elma, as she is fondly called by her colleagues, is a true blooded bicolana. She was born on September 10, 1958 in Tabaco Albay. Born winner, she graduated with flying colors during her elementary and secondary years at San Carlos Elementary and Tabaco National High School, respectively. During her college year, she was among the cream of the crop and graduated Cum Laude in 1979 with a degree of Bachelor of Science in Business Administration at Aquinas University of Legazpi City. In 1981, she passed the Licensure Examination and earned the title of a Certified Public Accountant (CPA). Ms. Oguis finished her graduate studies at Ateneo de Davao University in 1999 with the degree of Master in Business Administration thru Local Scholarship Program (LSP) of Civil Service Commission (CSC). She was then conferred the Career Service Executive No. 040081 dated February 19, 2004.

On June 30, 1982, Elma tied the knot to her soul mate, Orlando O. Oguis. They are blessed with four wonderful children namely, GB Winston, Giovanna Fae, Giorgianna Kae and Gus Kali.

Ms. Oguis has been with the agency since March 26, 1993 when she started as an Accountant 1. Just after more than a year, she was promoted as Cooperative Development Specialist (CDS) II in October 19, 1994, and was assigned at the Monitoring Information System (MIS). Barely after a year, Elma was immediately promoted as Senior CDS on September 01, 1995. Her career path, indeed, never stop advancing when on December 12, 2002, she was appointed as Supervising CDS, overseeing the overall operation and performance of petite woman like her. Yet, her educational background and career experience brought her to her destiny of becoming the highest ranking official in CDA Region XI.

President Gloria Macapagal-Arroyo signed into law today the Philippine Cooperative Code of 2008, bringing to a successful end the campaign of cooperatives for a strengthened and more comprehensive law on the promotion and development of the country’s cooperatives

The signing ceremony was held at the Rizal Hall of Malacañang before lawmakers and representatives of the various cooperatives in the country.

President Arroyo signed the new Code, now know as Republic Act (RA) 9520, in the presence of its principal sponsors: Sen. Juan Miguel F. Zubiri, chairman of the chamber’s committee on cooperatives in the Senate, and his House counterpart, Cong. Ernesto C. Pablo.

The new law amends the 1990 Cooperative Code of the Philippines, otherwise known as RA No. 6938.

The new law gives cooperatives greater opportunities to serve their members, not only in terms of financial assistance, but also in undertaking more productive activities geared toward uplifting the lives of their members.

RA 9520 outlines in greater detail the requirements in professionalizing the management and operation of cooperatives, and provides for a monitoring and evaluation tool for the cooperatives to conduct self-assessments of its managerial, financial, and social objectives.

Under the new law, cooperatives are expected to play important roles in the country’s social justice and sustainable economic development programs.

3rd Regional Cooperative Congress

The Region XI Cooperative Development Council (RCDC XI) and the Cooperative Development Authority – Davao Extension Office (CDA-DEO), in collaboration with the Women in Cooperatives XI (WinC XI), the Mindanao Cooperative Cancer Society, Inc. (MCCS), and the SMILES (Support ng may K), will be conducting the 3rd Regional Cooperative Congress at CAP Auditorium, Anda St., Davao City on 10 March 2009 from 7:00 a.m. to 4:00 p.m. This is in celebration of the 19th year anniversary of the so-called Cooperative Twin Laws, namely Republic Act Nos. 6938 and 6939. Obviously, this is the sequel of the two (2) previous congresses which were held nearly three (3) years ago.

This affair shall be the venue to highlight the major programs of CDA, like the distribution of the Cooperative Identification Number (CIN) to all operating cooperatives in Region XI, the salient features of the amended Republic Act No. 6938, distribution of the RCDC XI quarterly publication of the Koop Balita, the 1st anniversary celebration of the MCCS and lecture inputs on Cancer Detection and Prevention and Anti-VAWC Act (RA 9262) in observance of the Women’s Month celebration. Further, there shall be a Cultural Dance Contest wherein the winner will be our official representative to the 1st Asian Cooperative TEAMshop in Cebu City in November 2009.

Senator Miguel “Migz” Zubiri will be the Keynote Speaker of this momentous event being our supporter who took the cudgels and paved the way for enacting enabling cooperative laws to further develop the undertakings of the cooperative movement.
